Corruption and Conflict of Interest Risk Prevention Plan

The Risk Management Plan (hereinafter – the “Plan”) of the State Defence Military Facilities and Procurement Centre of Latvia (hereinafter – the “Centre”) has been developed in accordance with Section 10 of the State Administration Structure Law of the Republic of Latvia; the COSO framework; ISO 9001:2015 Quality Management Systems – Requirements; ISO 31000:2018 Risk Management – Guidelines; the European Commission’s Internal Control Standards Guidelines; INTOSAI’s Guidelines for Internal Control Standards for the Public Sector; Paragraph 7 of Cabinet Regulation No. 630 of 17 October 2017, Regulations on the Basic Requirements for an Internal Control System for the Prevention of Corruption and Conflict of Interest Risks in Public Sector Institutions; Cabinet Regulation No. 979 of 1 September 2009, Procedures for the Operation of the System of Results and Performance Indicators; Cabinet Regulation No. 326 of 8 May 2012, Regulations on Internal Control Systems in Direct Administration Institutions; Cabinet Instruction No. 16 of 17 November 2009, Methodology for the Development and Evaluation of Results and Performance Indicators for Ministries and Other Central Government Institutions; and NATO’s Risk Management Guidance for Common-funded Capability Delivery.

The Plan has been developed as a preventive instrument to strengthen good governance and enhance the internal control system. It reflects the Centre’s proactive approach to the timely identification and mitigation of potential risks, ensuring compliance with applicable legal requirements and the principles of good governance.

The objective of the Plan is to establish a systematic, transparent, and effective approach to identifying, assessing, and mitigating corruption and conflict of interest risks within the Centre’s activities.
