About Us
The State Defence Military Facilities and Procurement Centre of Latvia develops and maintains sustainable, modern defence infrastructure that strengthens Latvia’s security today and in the future.
We are responsible for the planning and implementation of construction projects, the management and administration of real estate assets under the authority of the Ministry of Defence of the Republic of Latvia, including the military infrastructure of the National Armed Forces of Latvia, and the implementation of environmental protection measures.
Through our work, we provide the infrastructure and support services necessary to ensure the operational readiness, resilience, and long-term development of Latvia’s defence capabilities.
Head of the Center
Colonel Kaspars Miezītis
Col. Kaspars Miezītis assumed duties as the Head of the State Defence Military Facilities and Procurement Centre of Latvia in April 2025.
Col. Miezītis graduated from the National Defence Academy of Latvia in 2000 and was commissioned as an infantry officer. He has completed advanced professional military education at the United States Army Logistics University and the Baltic Defence College.
Throughout his military career, Colonel Miezītis has held a number of senior leadership positions, including:
• Commander of the 51st Infantry Battalion, Latvian National Guard;
• Chief of the Logistics Department (J-4), Joint Headquarters, National Armed Forces of Latvia;
• Head of the Military Partnership Branch, NATO Allied Joint Force Command Brunssum;
• Deputy Head of the Change Management and Digitalisation Division, Ministry of Defence of the Republic of Latvia;
• Commander of the 2nd Vidzeme Brigade, Latvian National Guard.
Symbol
The official insignia and symbolism of the State Defence Military Facilities and Procurement Centre of Latvia have been approved by the Symbolism, Insignia and Heraldry Commission of the Ministry of Defence of the Republic of Latvia.
It reflects the Centre’s identity, core areas of responsibility, and its role within Latvia’s national defence system.
Core Functions
Real Estate Management and Administration
The State Defence Military Facilities and Procurement Centre of Latvia is responsible for the management of real estate assets under the authority of the Ministry of Defence of the Republic of Latvia, including state military defence facilities and real estate leased for national defence purposes. The Centre also carries out infrastructure maintenance and repair works to ensure the operational readiness and sustainability of defence infrastructure.
The Ministry’s real estate portfolio comprises a wide range of properties, including land and buildings such as military training areas and shooting ranges, airfields, warehouses, garages, administrative buildings, and barracks.

Military Infrastructure Development
The Construction Department of the State Defence Military Facilities and Procurement Centre of Latvia is responsible for the implementation of defence infrastructure development projects.
Our key responsibilities include:
- conducting technical assessments of buildings, structures, and utility networks, as well as evaluating construction requirements and estimated project costs;
- planning, coordinating, and managing design and construction activities, including determining the funding required for project development and implementation;
- monitoring the quality of construction works in accordance with contractual requirements;
- overseeing the use of financial resources allocated to design and construction projects;
- providing construction supervision and project management.
In accordance with the National Defence Concept 2023–2027, developed by the Ministry of Defence of the Republic of Latvia, priority is given to the development of critically important infrastructure to support the full development of the capabilities of the National Armed Forces of Latvia and the provision of Host Nation Support. This includes expanding warehouse networks, enhancing existing training infrastructure, developing military training areas and shooting ranges, increasing accommodation capacity, and ensuring the reception and support of Allied forces.
In 2026, we are working on more than 200 infrastructure development projects across Latvia, ranging from barracks and training infrastructure to ammunition storage facilities, while simultaneously providing continuous support for approximately 70 allied infrastructure projects.
The Construction Department operates in accordance with the Construction Programme approved by the Ministry of Defence of the Republic of Latvia.

Environmental Protection
The Environmental and Military Range Management Department of the State Defence Military Facilities and Procurement Centre of Latvia is responsible for implementing environmental protection measures at state military defence facilities, managing state-owned forest land under the authority of the Ministry of Defence of the Republic of Latvia, and maintaining military training ranges.
The Department is also responsible for the management of protected natural areas within its remit, the preservation of biodiversity, and the monitoring and control of invasive species.
A key area of activity is the remediation of historical environmental contamination resulting from the Soviet occupation period, including the clean-up of soil and groundwater polluted by petroleum products.
By 2027, the Centre plans to complete the remediation of the largest contaminated site under its responsibility at the former fuel transfer terminal in Lielvārde, restoring nearly four hectares of contaminated soil and 1.8 hectares of affected groundwater.
